Minutes of the meeting of the mayor and committee of the Township of Wantage, held at the Wantage Township Municipal Building, 888 State Highway 23, Wantage, N.J. On the date of January 27, 2005
Mayor Parker Space called the meeting to order, and requested the Clerk to call the roll. Upon roll call, the following members of the governing body were present: Mayor Space, Committee members Parrott, DeBoer.
The following members were absent: None. Also present: Township Attorney Richard Clark.

Mayor Space stated, “This meeting is being held in compliance with the provisions of the Open Public Meetings Act, Public Laws 1975, Chapter 231. It has been properly noticed and posted to the public, and certified by the Clerk."

Mayor Space led the assembly in the Salute to the Flag.

CONSENT AGENDA - NONE

ADMINISTRATOR’S REPORT
Mayor Space requested Mr. Doherty to give the Administrator’s report.

Jim Doherty recommended hiring Judy Stickle to the position of part time Clerk Typist for the Administrator Clerk office working 16 hours per week, plus duties as Recreation Commission Secretary for combined salary of $9,200, pro-rated from effective date of hire on 2/14/05. Mr. DeBoer made a motion to hire Judy Stickle at for a pro-rated yearly salary of $9,200 effective February 14, 2005.

The motion was seconded by Mr. Parrott. Upon roll call, Ayes: Space, Parrott, DeBoer. Nays: None. Absent: None. Abstain:

The administrator requested a motion authorizing renewal of Dog Pound Interlocal Services Contract for 2005 with Lafayette Township, in the amount of $1,450.00. A motion was made by Mr. DeBoer. The motion was seconded by Mr. Parrott. Upon roll call, Ayes: Space, Parrott, DeBoer. Nays: None. Absent: None. Abstain:

Jim Doherty gave an update on the progress of the Improvements to the Municipal Complex. The heating problems seem to be taken care of for the rest of this winter. The architect has been requested to supply the bid specifications so that they can advertised on March 4, 2005, this would tentatively allow us to award contracts in April and start work as soon as feasible thereafter. Mr. Schaeffer has also been requested to supply his updated rate schedule so his contract for 2005 can be renewed.

Mr. Doherty informed the Committee that the February 10, 2005 workshop will include a presentation by the Wantage Township Fire Department, which should be the final open item required for introduction budget of the budget at the level previously discussed in our budget workshops.

Jim Doherty informed the Mayor and Committee that requests have been received for acceptance of Mountain View Drive and for Roberts Way. Both requests were submitted for input to the Township Engineer, and the Engineer’s input has been forwarded to the developers. Submission of necessary documentation on both roads is pending before processing these requests any further.

Harold Pellow suggests consideration of a resolution committing to 3rd round COAH substantive certification application. Mr. Clark advised that we are not ready as the 2nd round is not completed as of yet.

Mr. Doherty recommended that Wantage ask the County of Sussex to do a feasibility study, and see if it might be more cost effective for Sussex County's towns if there was one unified, county-wide dispatch system for emergency response, rather than the various PSAPs in Vernon, Hardyston, Sparta, etc. The members of the governing body agreed by consensus with this recommendation.

Mr. Doherty reported that the Township desires to continue its previously-established program for conversion of existing files in the construction, planning, and zoning offices from paper archives to digital archives. Wantage previously bid this program in 2004, and would like to continue if we can utilize the Extraordinary, Unspecifiable Service exclusion for the Local Public Contracts law.

ATTORNEY’S REPORT
Mayor Space requested Mr. Clark to give the Attorney’s report.
Mr. Clark stated that there is no new litigation to report, but offered the following:
The Mainland tax appeal, it is not formally settled, but should be shortly.
The litigation regarding Municipal Court discovery fee will be processed like a class action suit with 200 other municipalities. Regardless of the outcome, Mr. Clark does not anticipate substantial cost to the municipality in this regard.

COMMITTEE REPORTS
Mr. Parrott asked that a formal resolution be prepared to the Governor’s office requesting that funds be set aside for the 75th anniversary of the High Point Monument and for a rededication of the monument as a veteran’s memorial scheduled for September, 2005.

Mr. Parrott also requested that there be protocol that the Department of Corrections notifies Wantage and Montague’s Administrator directly when an escape occurs at the Stokes facility in the future.

Mr. Parrott asked for the status of the Glenbrook liquor license transfer. Mr. Doherty informed that once the proper criminal background check report comes back from the State Police, the transfer can proceed.

Mayor Space requested that the meeting for March 10, 2005 be rescheduled to March 17, 2005. Mr. DeBoer and Mr. Parrott were in agreement.

Mayor Space has also been in contact with the Correctional Facility and was informed that their protocol is to notify the County , the Sheriff’s office, the New Jersey State Police, the New York and Pennsylvania State Police. It is then their responsibility to notify the individual municipalities. The Township of Montague is also notified, and Mayor Space requested that the Township of Wantage be added to that list. There is an automated voice message system from Trenton which is currently not in working order, but should be working fairly shortly. There is also a website of the Department of Corrections which is updated as soon as an escape is documented. Once that happens, details are available for anyone to view regarding information on the prisoners.

MAYOR’S PROCLAMATIONS
Mayor Space proclaimed that the entire Wantage Community is hereby encouraged to join in the recognition of the fine accomplishment of Andrew Rome and James Sistler on achieving the rank of Eagle Scout, an achievement of high regard.

NEW BUSINESS
Final Hearing - Ordinance 2005-01: Coin Operated Amusement Devices
Mr. Parrott, moved to adopt on final reading, Ordinance 2005-01, entitled “AN ORDINANCE TO AMEND CHAPTER 4-7 OF THE GENERAL ORDINANCES OF THE TOWNSHIP OF WANTAGE, PARTICULARLY THE COIN OPERATED AMUSEMENT DEVICES ORDINANCES.” The motion was seconded by Mr. DeBoer.

Prior to final roll call, Mayor Space opened the meeting to the public for any questions or comments regarding this proposed Ordinance. No one came forward. Upon roll call, Ayes: Parrott, DeBoer, Space Nays: None, Absent: None, Abstain: None.

Final Hearing - Ordinance 2005-04: Salaries
Mr. DeBoer, moved to adopt on final reading, Ordinance 2005-04, entitled “ORDINANCE FIXING THE SALARIES OF OFFICERS AND EMPLOYEES OF THE TOWNSHIP OF WANTAGE, COUNTY OF SUSSEX AND STATE OF NEW JERSEY, FOR THE YEAR 2005”. The motion was seconded by Mr. Parrott.

Mr. Parrott moved to accept the 2005 Salary Resolution, as follows:
