WANTAGE TOWNSHIP BOARD OF HEALTH — MINUTES OF MEETING — June 14, 2006

The Wantage Township Board of Health held its meeting Wednesday, June 14, 2006 at the Wantage Township Municipal Building, 888 State Route 23 South, Wantage, New Jersey at 7:30 p.m.

Members present: Dr. A. Braunwell Jr., Mrs. Susan Floyd, Mrs. Gloria Li Trenta, and Mr. Joseph Greenaway. Also present was Mr. Michael Plaza, Sussex County Sanitarian and Mrs. Jeanne McBride, Secretary. Absent: Mr. Dan Pelt.

Mr. Greenaway made the following statement. “This meeting is being held in compliance with the provisions of the Open Public Meetings Act, Public Laws of 1975 Chapter 231. It has been properly advertised and certified”.

MINUTES
On motion by Mrs. Li Trenta, seconded by Dr. Braunwell Jr., the minutes of May 2006 were approved as presented and ordered filed. Ayes: Mrs. Floyd, Dr. Braunwell Jr., Mrs. Li Trenta and Mr. Greenaway. Nays: None. Absent: Mr. Pelt.

CORRESPONDENCE

SUSSEX COUNTY DEPARTMENT OF HEALTH AND HUMAN SERVICES re:
Denial of Renewal of Alteration/Malfunction Permit for Block 148, Lot 15 Glen Road,
Violation of New Jersey Water Pollution Control Act, N.J.S.A. (58:10A-1 et seq.)
Block 44.03 Lot 4 Baldwin Drive.
STATE OF NJ DEPARTMENT OF HEALTH AND SENIOR SERVICES re:
Influenza reporting and identification of novel influenza cases.

DISCUSSION OF REPORTS
Mr. Plaza reported the following:

No problems have been reported of Well Line Inspections being done by the County.

The Church of the Good Shepherd received a notice of total coli form in their water from October 2004 and February 2006. They have put in a UV system, and have tested negative for coli form.

A woman attending a garage sale stepped on a cat’s tail, the cat then bit the woman in the ankle. The cat and the woman are fine.

There was a complaint of a garden hose coming out of a house on Alder Terrace. Upon inspection it was a black plastic pipe leftover from construction in the fall.

A complaint of an illegal shed at 215 Route 565 led a code enforcement officer to discover septic work being done. The owner borrowed a backhoe to fix a broken pipe and decided to fill with new stone. The owner said he would have an engineer in by Tuesday and cap the tank off.

A development on Route 519 and Decker Road has had four well line inspections and 2 septic inspections.

The hospital contacted the Health Department concerning a dog bite on Compton Road.
The Health Officer left a tag on the door of the person bit to contact the Board of Health,
No calls have been returned.

GDS Foods had a sign offering hamburgers for sale over Memorial Day Weekend. Mr. Vanderburg and Mr. Kervatt visited the owner and said if they do not cease and desist immediately they will be served a violation for operating a retail business without approval from the township.

A ten acre parcel on Mudtown Road was revisited for soil logs, the area is now wetlands.

A complaint of dog training on Pidgeon Hill Road at the Brandau residence led to Mr. Frasche and Mr. Kervatt to visit and issue a summons. The Brandau’s have been in court before for operating a business without approval.

A woman on Sally Hardin Road called to say she has a baby raccoon that she has been taking care of for three days, and it is now acting funny. Animal Control picked up the raccoon which died the next day. The raccoon is being tested for rabies.

DISCUSSION OF CORRESPONDENCE

A house at 8 Baldwin Dr. was issued a summons for violation of the NJ Water Pollution Control Act. The septic was over flowing, the water was tested and failed for coli form. North Jersey Septic Co. was contracted to fix the problem.

Block 148, Lot 15 on Glen Road was denied request for renewal for an Alteration/Malfunction Permit for the following reasons.

  1. Correspondence from the local building department indicates the structures subject to the Alteration/Malfunction Permit were abandoned for in excess of ten years. The system was therefore not in malfunction.
  2. Correspondence from the local building department indicates that the structures in question are to be razed (demolished).
  3. Correspondence from your engineer to the NJDEP dated 2/3/05 acknowledges the property cannot qualify for a GP25 wetlands permit and subsequently withdrew your application for same.

OLD BUSINESS
Mr. Greenaway asked Mr. Plaza if there were any violations concerning the water issues on Rose Morrow Road. Mr. Plaza stated everything was in compliance, no violations were issued.

On motion by Dr. Braunwell seconded by Mrs. Li Trenta the meeting was adjourned.
