Minutes of Wantage Land Use Board

December 29, 2008

A special meeting of the Wantage Township Land Use Board was held on Monday, December 29, 2008 at 7:00 p.m. at the Wantage Municipal Building.  The meeting was held in compliance with the Open Public Meetings Act, P.L. 1975, Chapter 231.  The meeting was properly noticed and posted to the public.

ROLL CALL
PRESENT:  Mssrs. Bono, Cecchini, DeBoer, Gaechter, Grau, Hough, Smith, Slate, Cillaroto, Mmes. Mylecraine, Gill, Attorney Glenn Kienz, Planner David Troast.
ABSENT:  Mr. Vander Berg, Mme. Kanapinski.

Board member Cillaroto arrived at 7:05 p.m.

Mr. Grau made a motion seconded by Mr. Bono to approve the Developer Fee Ordinance and recommend it to the Governing Body for its adoption.

ROLL CALL VOTE:
THOSE IN FAVOR:  Bono, Cecchini, DeBoer, Gaechter, Grau, Hough, Slate, Mylecraine, Smith.
THOSE OPPOSED:  None.  MOTION CARRIED.

Mr. Troast made a brief presentation of the Housing Element and Fair Share Plan.

Member Gill asked about rehabs.  It was discussed that 30% of the developer’s fee collected is dedicated towards affordable assistance.  Member DeBoer asked how long is affordable housing deeded for.  It was discussed that it is 30 years.

The meeting was opened to the public.  Marie Springer asked if trailer parks were included.  It was stated that they are not in our zoning besides they are not on septics.  Christine Fiorenzo asked if credit was given for existing trailers.  The answer was no, they do not count.  Robert Kohle asked if Wantage and Sussex Borough merge, where would that place the affordable housing obligation.  It was discussed that if the two municipalities got combined, the obligation would get combined as well and there would be no change.  Mr. Kohle also asked what would happen if the owner of a deeded affordable unit wanted to sell.  It was explained that the price would be figured out by the State and that improvements would not count for resale.  Mr. Kohle then asked how much money did the State give to Wantage and what the developer’s obligation was.  Mr. William Gettler asked other than the Judge, who else justifies Supreme Court and Mt. Laurel.  Maggie Kolicko wondered about the request for waiver on site suitability.  Mr. Tom Davis stated that he was not very clear on the RE density.

Mr. Grau made a motion seconded by Mr. Bono to approve the Housing Plan and Fair Share Plan with the exclusion of the proposed amendment to the RE-5 zone ordinance and to recommend it to the Governing Body for adoption.

THOSE OPPOSED:  None.  MOTION CARRIED.

On a motion duly made seconded and carried, the meeting was adjourned at 8:30 p.m.
