MINUTES OF THE MEETING
OF THE RECREATION COMMISSION OF THE TOWNSHIP OF WANTAGE HELD MARCH
24, 2004
Board President Duane Armstrong asked if we would allow Mr. Cory
Stoner from Harold Pellow & Associates to make his presentation
on the Phase IV addition to Woodbourne Park. With no objections
Mr. Stoner presented the following:
Mr. Stoner had a visual map of the overall park layout showing
Phase I, Little League Field, Soccer field, Phase II Softball field
and rink, Phase III the access road in, two parking lots, senior
baseball field, combo soccer fields and youth football. The reason
Mr. Stoner was here tonight was to see what the needs of the Recreation
Commission were for the last space of Woodbourne Park, Phase IV.
Some of the idea’s from Mr. Stoner were to bring in electric
from Sherman Ridge Road all underground, proposed electric to the
area where the new pavilion would be located with a septic system,
towards the corner of the soccer field near the well would be an
underground storage tank for water with a booster pump for the water
line for irrigation purposes, water lines along the access road
and outside the baseball field, soccer field with two quick connections
for a water wheel.
The ideal thing would be to put the irrigation system in under ground
but that would be very expensive. Mr. Stoner stated that Phase IV
they would extend the access road, add parking, a little league
field, and a soccer field, and if there was room, a basketball court
and a sand volleyball area. Mr. Stoner stated that presently there
are 5500 feet of walking path.
Mr. Stoner also stated the pavilion would have a concession stand
with bathrooms similar to the type of building that Frankford Township
has which is a building that consists of eight-foot sections, one
section would be 8’ x 30’ for the concession area, bathrooms,
and an open area. The concession area would have running water and
cooking facilities.
There was some discussion and concerns about getting water and
electric to the far fields. There is an area near the park where
a new development would be coming and it might be cheaper to see
if the commission could approach the developer to see if there might
be a way to run the electric in from that area. The commission was
advised that at the present time it was not a good idea to approach
the developer as he is in litigation with the Town.
There was some discussion about football and soccer possibly working
together to get lights on the field that both teams could use. There
was some discussion about a second concession stand more towards
the football fields, because that is how football raises most of
its money. If that were the case there would be a need for water
to that building and that would mean another water tank and a booster
pump and maybe another septic system.
Harold Pellow would put an application together for a Green Acres
Loan to get the money for hopefully next year or the year after.
With the presentation complete and all discussion completed the
Board thanked Mr. Cory Stoner, from Harold Pellow & Associates,
for his presentation and time.
Board President Duane Armstrong called the meeting to order and
request a roll call. Upon roll call, the following members of the
Recreation Commission were present Duane Armstrong, Jill Space,
Sue Vanden Heuval, Scott Conklin and Pattie Brown, Secretary. Also
present: Township Administrator Jim Doherty.
The following members were absent: Geri Stella, Linda Fliedner,
Mike Johnson.
President Duane Armstrong asked for approval of the minutes of January
29, 2004 and February 24, 2004. Motion was made by Scott Conklin
and seconded by Sue Vanden Heuval. All were in favor.

4. Letter dated March 25, 2004 from Kevin Wilcyznski, Parade Chairman
for the Sussex/Wantage Little League inviting James Doherty and
the Recreation Committee to lead the Parade.
OLD BUSINESS
Sue Vanden Heuval discussed the Spring Fling II Dinner Dance
to be held on May 8, 2004 at the Beemerville Firehouse, Time would
be 7:00 pm Cocktails (wine, beer and soda) and hors D’oeuvers
and Dinner at 8:00 pm sharp served as “Family Style”,
Entertainment would be provided by Skyline DJ’s. Tickets
are $25.00 per person and the reason for the dance was to promote
Wantage community spirit. Tickets are on sale and must be purchased
no later than April 25th. Sue also asked the secretary to have
publication in the newspapers for tickets available. Sue also
asked about a 50/50 and she was advised that Beemerville Firehouse
would have to take care of that because the Board is part of local
government and can not apply for a 50/50. Jill Space said she
would take care of that. Jill is also taking care of the school
advertising.
Sue also discussed the Talent Show which would be held in May
at High Point High School which Linda Fliedner is the person handling
that.
Sue asked if anyone could handle The Little Mister and Little
Miss Wantage and the Miss Wantage contests to be held on Saturday
June 12, 2004, 4:00 pm for the Little Mister and Miss contest
and 6:00 pm for the Miss Wantage contest since Linda Fliender
could not do it this year. Jill Space stated she would do it if
all the information from Linda could be passed onto her. She would
have to find judges out of town and also gather the prizes and
donations. Scott Conklin would help getting prizes and donations.
It was explained that the Little Mister and Little Miss Wantage
contestants who participated receive a goody bag filled with goodies
approx. value is $10.00. The Miss Wantage would receive approx.
$500.00 worth of prizes.
The commission set dates for Movies in the Park - family movie
night at Woodbourne Park, would be held on the following Friday
nights June 4, July 9, August 13 and September 10. The night would
start earlier with some video’s running and families maybe
doing some outdoor things while they are waiting for the movies.
There will be an ad in the school newsletter and flyer around
town.
NEW BUSINESS:
Was the discussion that has already taken place with the Township
Engineer, Mr. Cory Stoner from Harold Pellow and Associates.
A request was received from High Point Midget Football to use
the field at Woodbourne Park from August 1 till November 20, 2004
from 4:00 PM till 8:00 PM weekdays and 8:00 AM till 2:00 PM fro
scheduled games on Saturday or Sundays.
A motion was made by President Duane Armstrong and seconded by
Jill Space. All were in Favor.
President Duane Armstrong advised that the portable potties would
be brought in shortly if they were not already there at Woodbourne
Park.
Jim Doherty advised the Board that the infield clay will be delivered
to the Township municipal building and that the Road Department
would take care of it getting to the fields and was hoping that
volunteers from the teams would have spread the clay.
Meeting Was Adjourned by President Duane Armstrong and all were
in favor.
