MINUTES OF THE MEETING OF THE BOARD OF RECREATION COMMISSIONERS FOR THE TOWNSHIP OF WANTAGE, HELD AT THE WANTAGE TOWNSHIP MUNICIPAL BUILDING, ON JULY 27, 2005

CALL TO ORDER
Board President Duane Armstrong called the meeting to order.

ROLL CALL
Present: Duane Armstrong, Geri Stella, Paul Pfeil, Greg Williams
Absent: Sue Vanden Heuval, Don Henry, Bill Hardy


OPEN PUBLIC MEETINGS ACT COMPLIANCE
Mr. Armstrong stated, "This meeting is being held in compliance with the provisions of the Open Public Meetings Act, P.L. 1975, Ch. 231. It has been properly advertised and certified ".

This month's meeting opened by awarding the winners of the 2004 and 2005 Talent Contest their certificates. After a brief ceremony the adult winners of this years contest performed their song. Jean Perlee was in attendance to take pictures. The winners will perform at the New Jersey State Fair on August 13, 2005.

REPORTS

Sports Camp:
The sports camp was cancelled this year due to a lack of interest, lack of advertising, and a misprint in the catalog listing it under Passaic County camps instead of Sussex County.

Movies in the Park:
Due to thunderstorms there was a date change to 7/23/05. Bill Hardy was not in attendance to give us an update.

OLD BUSINESS


Woodbourne Phase IV:
The Recreation Commission is waiting for further information from Harold Pellow to continue discussion on the scaled back project.

Little League field request for Woodbourne Park fields:
Joe Schulok was in attendance he said LL only wants field 1 for practice. Little League will use Lott Rd. as long as they are able. Games will be played at Brookside Park unless the park is under water. Only minors would be able to play at Woodbourne due to the lack of a mound.

Paul Pfeil made the motion to allow Little League access to use Woodbourne Park with the stipulation that LL uses Lott Rd. until those fields are unplayable and a copy of the schedule be submitted. Geri seconded the motion. Upon roll call: Ayes: Armstrong, Stella, Williams. Nays: None. Absent: Vanden Heuval, Henry, Hardy.

NEW BUSINESS
Bicycle Rack at Woodbourne Park:
Steve Raye’s son is seeking an Eagle Scout project to construct a bicycle rack at the front area of Woodbourne Park.
Duane Armstrong made the motion to approve the project pending a design of the rack. Greg Williams seconded the motion.
Ayes: Williams, Pfeil, Stella. Nays: None. Absent: Vanden Heuval, Henry, Hardy

Approval of Minutes: Duane Armstrong made a motion to approve the minutes of June 29, 2005, Geri Stella seconded the motion. Ayes: Stella, Williams, Pfeil. Nays: None. Absent: Vanden Heuval, Henry, Hardy.

OPEN PUBLIC SESSION
Joe Schulok and Scott Conklin were both in attendance requesting the use of the large baseball field in the back of Woodbourne Park. Little League has three teams that will be using the field; High Point Baseball (aka Cerbo) has one team.

Mr. Conklin and Mr. Schulok were able to come up with a schedule that they could both agree upon. Neither team will have a game schedule until late August.

Practice: Little League has use of the field Mondays, Wednesdays, and Fridays.
High Point Baseball has use of the field Tuesdays and Thursdays.

Games: On conflicting Sundays….
High Point Baseball has use of the field from 12:00PM until the end of the game.
Little League has use of the field from approximately 3:00 until dark.

On conflicting Saturdays…
Little League has use of the field from 8:00AM until 2:00PM.
High Point Baseball has use of the field from 2:00PM until dark.

Mr. Conklin did request if Mr. Schulok could get off the field early please do so.
He would like to line the field. Mr. Schulok doesn’t think that would be a problem since most games on Saturdays are in the morning.

Paul Pfeil made a motion to accept the agreement on the large field, Geri Stella seconded the motion. Ayes: Stella, Armstrong, Williams. Nays: None. Absent: Vanden Heuval, Henry, Hardy.

Mr. Conklin asked if it was possible for the town to cut the infield on the big baseball field lower than the outfield. Duane said he would talk to Bob about it.

Duane also said he thinks the road department may have a device to rake the clay, if they do Scott asked if they could rake the clay and mow the grass on Fridays.

Mr. Schulok asked if he could have a key to Woodbourne Park due to the fact that teams have been locked in. Duane suggested the teams be out by dark. Mr. Schulok also requests when installing electricity to Woodbourne Park, if possible,
bring the electricity to the back of the park. Little League would like to install lights on the back baseball field. Mr. Williams suggested the Recreation Commission try to install a junction box for the future.

Mr. Schulok also asked if the town would be interested in splitting the $3000.00 cost of a new scoreboard on Lott Rd. Mr. Armstrong explained that this year’s budget is allotted for, possibly next year.

Mr. Schulok is concerned about the security at Lott Fields. Individuals have tried numerous times to break into the storage room containing expensive equipment. Mr. Armstrong offered that we may have to reopen an idea presented before to fence in the building containing the bathroom and the storage room. The fence would have a razor wire on top and possibly a camera on the building.

Mr. Schulok also expressed concern that the road coming into the Lott Fields, since newly paved, has become a race track. Duane said he would speak to Jim about installing speed bumps.
