The Wantage Township Board of Health held its monthly meeting on Wednesday,
September 27, 2006 at the Wantage Township Municipal Building, 888 State
Route 23 South, Wantage, New Jersey 07461 at 7:30 p.m.
Members present: Dr. Arthur H. Braunwell, Mrs. Gloria LiTrenta, Mr. Daniel
Pelt and Mr. Joseph Greenaway. Absent: Mrs. Susan Floyd. Also present
was Mr. Michael Plaza, Sussex County Sanitarian and Jeanne McBride, Secretary.
Mr. Greenaway made the following statement: “This meeting is being
held in compliance with the provisions of the Open Public Meetings Act,
Public laws of 1975 Chapter 231. It has been properly advertised and certified”.
On motion by Dan Pelt, seconded by Gloria Li Trenta, the minutes of the
Special Meeting on July 6, 2006 were approved as presented and ordered
filed.
Roll call: Dr. Braunwell, Mrs. Li Trenta, Mr. Pelt, Mr. Greenaway, yes,
carried. Absent: Susan Floyd.
On motion by Gloria Li Trenta, seconded by Dr. Art Braunwell, the minutes
of June 14, 2006 were approved as presented and ordered filed.

DISCUSSION OF REPORTS
Mr. Plaza reported the following:
A resident on Baldwin Dr. complained of a septic overflowing, a sample
was taken the sample came back positive. A notice of violation was sent,
a new septic was installed and are now waiting for the final inspection.
There was a report of a kitchen renovation at the former Giovanni’s
Restaurant. It was explained to the new restaurant owners that whenever
an establishment is constructed or renovated the plans must be approved
by the Board of Health. The Board of Health will also require Septic Certification
and have an engineer inspect & certify that it is good for the intended
use.
There was a complaint from a resident regarding smoking in the Beemerville
Firehouse.
Questions arose from the board regarding smoking in a private place. Is
the firehouse considered a private place? No warnings were issued. The
firehouse will handle this in house.
Rob Van Decker has been denied his application for a septic alteration.
The County Board of Health sent a letter with fourteen items required
by the county. After the concerns are met Mr. Van Decker’s engineer
is to resubmit the revised application and design.
There was a complaint of a swimming pool not maintained at 31 Arrowhead
Drive, it was considered a public health nuisance. The situation has been
corrected.
A resident complained of oil and diesel fuel odor on Sherman Ridge Road.
Upon inspection Sherman Ridge Road was under construction, there was no
obvious spill on the road or shoulder.
A bat flew out of a shed at 9 Glen Road. The bat was captured and tested
negative for rabies.
There have been no problems with the well line inspections.
There was a report of a septic illegally installed at Van Decker Gravel
Pit on Route 284. Upon inspection the septic was exposed. A permit had
not been issued. A penalty was assessed for $3000.00.
The Library, Lott Road Recreation Field and the Beemerville Firehouses’
water all tested satisfactory for their quarterly inspection.
Sussex Meat Packing received a Conditional rating on July 7, 2006. At
a follow up inspection on July 19, 2006 they received a Satisfactory rating.
A woman on Haggerty Road complained her son found a small piece of metal
in his hamburger. An inspection of the meat room and the grinding machine
at the A& P showed no material like that in the room. A&P asked
for copies of the report. The woman asked for the metal back. Mr. Plaza
photographed the material, phoned, stopped by her home and left a note
for her to pick up the metallic piece. She has not responded.
Wantage Shopping Plaza was sent a Notice of Violation for exceeding the
levels of total coli-form in June.
Three people in the state park were handling a raccoon, the raccoon urinated
on them and then died. The raccoon tested negative for rabies.
The residents on Route 565 that were installing their own septic are now
waiting for final approval on the newly installed septic. All the proper
permits have been issued.
There was a complaint of an illegal well drilled on Holland Road. After
researching the records, there was a valid permit. It appears to be a
neighbor dispute.
DISCUSSION OF CORRESPONDENCE
At the Special Meeting 7/6/06 the board went into executive session without
making a motion. The board wishes to cure and memoralize the decision.
While in executive session the board did not make a motion or a resolution.
Mrs. McBride re-read Mr. Pelt’s motion that the applicant will resubmit
the application for an alteration to the septic system of the white house
with County and DEP approval. Dr. Braunwell seconded the motion. Ayes:
Dr. Braunwell, Mrs. LiTrenta, Mr. Pelt, Mr. Greenaway. Absent: Mrs. Floyd.
The board wishes to reconfirm that decision.
OLD BUSINESS
The Rabies Clinic date is set for November 4, 2006 6:00-8:00 PM.
Mr. Plaza stated he has not been contacted by Mr. Helmrich, nor has the
county inspected exploratory digging at the Glen Road site.
NEW BUSINESS
OPEN PUBLIC SESSION
There being no members of the public present, President Greenaway dispensed
with this segment of the agenda. There being no further business to discuss,
a motion by Mr. Pelt
seconded by Dr. Braunwell the meeting was adjourned.

carried. Absent: Mrs. Floyd.
