Minutes of Wantage Township Board of Health
May 9, 2007

The Wantage Township Board of Health held its monthly meeting on Wednesday, May 9, 2007 at the Wantage Township Municipal Building, 888 State Route 23 South, Wantage, New Jersey 07461 at 7:30 p.m.

Members present: Dr. Arthur H. Braunwell, Mrs. Susan Floyd, Mrs. Gloria Li Trenta, Mr. Daniel Pelt, and Mr. Joseph Greenaway. Absent: None. Also present was Jeanne McBride, Secretary and Michael Plaza, Sussex County Sanitarian.

Dr. Braunwell made the following statement: “This meeting is being held in compliance with the provisions of the Open Public Meetings Act, Public laws of 1975 Chapter 231. It has been properly advertised and certified”.

On motion by Mr. Pelt, seconded by Dr. Braunwell, the minutes of April 11, 2007 were approved as presented and ordered filed.

Roll call: Dr. Braunwell, Mrs. Li Trenta, Mr. Pelt, yes, carried. Absent: None. Abstain: Mrs. Floyd, Mr. Greenaway.

DISCUSSION OF REPORTS
Mr. Plaza reported the following:

The owners of 114 Libertyville Road have contacted a contractor to have the septic system corrected.

A Notice of Violation was sent to the owners of 107 Libertyville Road, the owner’s son called the Health Department to assure Mr. Plaza the trash will be cleaned up.

There was a water main break in a pipe going into the Wantage School. A water tank was placed outside the school by Simmons Water Company. Wilson Excavating ran a temporary water line and before winter will install a permanent line. The line was sanitized, flushed out and tested. The water tanker then was removed.

A settlement was reached with Dunn & Dunn and a payment plan was set up for the fines incurred for drilling without a permit.

There was a dog bite at 48 Fernwood Avenue; the dog was quarantined for ten days.

The well line at Dairy Queen cracked; the new line was installed to meet the 42 inch requirement.

A dog bit a child at 94 Brink Road, the child was eating at the time.

A resident complained of an overflowing septic at 51 Lewisburg Rd. The septic was repaired last year. A new line was installed.

Water samples tested negative at the Library, Beemerville Firehouse and the Lott Road recreation field.

The Wantage Dog Park has discussed drilling a well with the Health Department, Mr. Plaza explained some of the requirements that must be met; a permit, engineer’s drawings, the water must be potable and they must obtain quarterly samples.

DISCUSSION OF CORRESPONDENCE:

Mr. Opfer sent a letter dated April 24, 2007 requesting a letter of approval allowing Mr. Helmrich to proceed with the development of Block 148, Lot 15. A letter was sent to Mr. Opfer and Lan Associates explaining Mr. Helmrich shall resubmit a new application to the Health Department for an “alteration/no expansion of use” for the white house. Design drawing must detail the red house as being razed. Mr. Helmrich shall also submit the GP 25 application to the NJ Department of Enviornmental Protection Agency.

NEW BUSINESS

Mr. Plaza believes there will be a resident applying for a septic permit. The permit is for North Shore Dr. in Lake Neepaulin. Mr. Greenaway explained the property must meet the 50’ requirement from the lake, or they must come before the board.

OLD BUSINESS

The spring rabies clinic vaccinated 129 dogs and 86 cats.

The SMA clinic held May 9th tested over 80 people.
