WANTAGE TOWNSHIP BOARD OF HEALTH
MINUTES OF MEETING OF OCTOBER 10, 2007

The Wantage Township Board of Health held its monthly meeting on Wednesday, October 10, 2007 at the Wantage Township Municipal Building, 888 State Route 23 South, Wantage, New Jersey 07461 at 7:30 p.m.

Members present: Mrs. Susan Floyd, Mrs. Gloria Li Trenta, Mr. Daniel Pelt, and Mr. Joseph Greenaway.  Absent: Dr. A. Braunwell.  Also present was Jeanne McBride, Secretary and Michael Plaza, Sussex County Sanitarian.

Mr. Greenaway made the following statement:  “This meeting is being held in compliance with the provisions of the Open Public Meetings Act, Public laws of 1975 Chapter 231.  It has been properly advertised and certified”.

On motion by Mr. Pelt, seconded by Mrs. Floyd, the minutes of September 12, 2007 were approved as presented and ordered filed.

Roll call:  Mrs. Floyd, Mrs. Li Trenta, Mr. Pelt, Mr. Greenaway, yes, carried.   Absent:  Dr. Braunwell.

NEW BUSINESS

Sussex County Public Health Nurse Betty Martin attended the meeting the explain some of the programs the Sussex County Division of Health offers;
  • Well Baby Clinic, free immunizations, physical exams, screenings
    (anemia, lead, hearing, vision, blood pressure.
  • SMA Blood screenings
  • Skin Cancer Screening
  • Female Cancer Screening
  • Male Cancer Screening
  • Adult programs at the Wantage Senior meetings at the firehouse
  • Vaccines (there is a cost for vaccines) Tetanus, Hepatitis B, Pneumococcal and MMR

Wayne McCabe from McCabe & Associates in Newton attended the meeting to ask the Board their advice about vacant lot on Arrowhead Drive.  The property next to it has 45’ of casing in their well.  To build on the property there must be 50’ of casing or 100’ feet of separation between the wells.  Mr. Pelt suggested Mr. McCabe contact the DEP.  In a similar case Mr. Pelt said the DEP insisted on 50’ of casing.

READING OF REPORTS

Mike Plaza reported the following:

There was a dog bite at 9 Mount Salem Road

The Food Barn contacted the County Health Dept about a water sample that came back
e-coli positive.  The inspectors arrived immediately and the owners agreed to hook up to a tanker.  They were on the tanker for a week until four repeat samples of the water was satisfactory. They must have five satisfactory samples this month.

A Notice of Violation was sent to a home on Cortland Dr. for an overflowing septic.  Dye was inserted into the septic.  The dye came out a pipe along the side of the home.  After some exploratory digging it was found the pipe was connected to a footing drain.  The pipe was removed with a County Inspector present.  The next step is to wait for rain and see where the water goes.

A follow up on a complaint from Mr. Frasche and Mr. Vander Berg regarding the Tara Inn selling food on Friday nights, from a hot dog cart and chicken wings.  A visual inspection was performed and the complaint was discussed with the owner.  Mr. Plaza explained that he may be stopping in from time to time to monitor for compliance of his food license.

Mr. Bilby received a complaint about bugs in a bag of bread that was purchased in the A&P Bakery.  An inspection was performed and no insects were found in the food prep area.  Fly strips were removed, no fly strips were in the area of the food prep.  The A&P was very cooperative with the Health Department.

Clove Brook Market, Eastern Garden, Second Home, Church of the Good Shepherd Sussex Wantage School was all inspected and received a satisfactory rating.

Mrs. McBride forwarded to Mr. Plaza a complaint that the three schools in town were out of dishwasher soap.  Mr. Plaza did an inspection the prior week at the Lawrence School and found they were out of dishwashing soap, he instructed the use of Styrofoam trays.  He immediately returned to the school and found they did receive a shipment of soap the day following the prior inspection.  Mr. Plaza gave the school a satisfactory rating.

OLD BUSINESS

 The Board discussed ways to monitor water testing at restaurants.  It was decided the town, as well as the state would require a copy of the quarterly water sample results.  The state has a lag time of six to nine months, by requiring a copy, the town can closely monitor the results and to insure testing is being done.  A letter will be sent out in November informing the recipients of Food Handler’s License.

Mr. Plaza updated the board on the septic located at Block 69.01 Lot 12.  A small system was designed for the area that is no closer to the well than the original system.

Mr. Greenaway discussed with the Board changing our well permits to two years, the same length as the state.  The Board agreed with Mr. Greenaway and he will draft an ordinance.

Mr. Pelt returned to new business to discuss topography on septic systems.
Mr. Pelt wanted to remind the Board as well as Mr. Plaza, the DEP requires topography on repairs, as well as new septic systems.  Presently Wantage Township only requires topography on new septic systems.
