September 12 2007 WANTAGE TOWNSHIP BOARD OF HEALTH The Wantage Township Board of Health held its monthly meeting on Wednesday, September 12, 2007 at the Wantage Township Municipal Building, 888 State Route 23 South, Wantage, New Jersey 07461 at 7:30 p.m. Members present: Dr. Arthur Braunwell, Mrs. Susan Floyd, Mrs. Gloria Li Trenta, Mr. Daniel Pelt, and Mr. Joseph Greenaway. Absent: None. Also present was Jeanne McBride, Secretary and Michael Plaza, Sussex County Sanitarian. Mr. Greenaway made the following statement: “This meeting is being held in compliance with the provisions of the Open Public Meetings Act, Public laws of 1975 Chapter 231. It has been properly advertised and certified”. On motion by Mrs. Li Trenta, seconded by Mr. Pelt, the minutes of June 20, 2007 were approved as presented and ordered filed. Roll call: Mrs. Floyd, Mrs. Li Trenta, Mr. Pelt, Mr. Greenaway, yes, carried. Absent: None. Abstain: Dr. Braunwell. READING OF REPORTS READING OF REPORTS Mike Plaza reported the following: A Notice of Violation was sent for a septic malfunction at 7 Cortland Drive. A French drain was picking up septic effluent. The pipe above the area of the septic was replaced; the septic no longer runs into the French drain. The Sussex Motel opened their pool this year. After some trouble with the clarity, the pool is now operational. There was a complaint of maggots in a cup at Dunkin Donuts, the Health Department was at the establishment in one hour after receiving the complaint. The manager said the customer was very upset and using foul language. All areas of the store were found to be very clean upon inspection. Water samples taken at Woodbourne Park, the Library and Beemerville Firehouse were all satisfactory. The Health Department received a complaint that the dumpster behind the A&P was leaking grease. There was a cinderblock in one corner of the dumpster propping it up, and liquid was draining. The owner claims he power washed the dumpster that morning. The inspector explained to the owner if the dumpster becomes dirty, call the company and have them replace it. The water in the Lake Neepaulin pool was tested and came back positive for coli form. The pool was shocked and the water tested satisfactory. There was a recall of canned chili and dog food made by the Castleberry
Food Company, The Elks Lodge asked for information to expand its food license. A packet of information was mailed to them, there has been no response. Two customers complained of hair in their food at the Airport Diner. Upon inspection, the personal were wearing hats. The diner received a satisfactory rating in May. After a young boy fell in an abandon well, inspectors met with the property owners and explained the well must be properly sealed or put into use. The owners have been in touch with Dunn & Dunn to have it reclassified as an irrigation well. For safety reasons, the owners must show how it will be secured. On Mount Salem Road a resident complained of a neighbor’s outdoor heating unit. The neighbor complained that garbage was being burned. Upon inspection, there was no evidence of garbage, just wood ash. The inspector explained only tree wood could be burned. A resident on Dewitt Road filed an insurance claim under their homeowners warranty; inspectors found the pipe from the house to the septic pitched the wrong way. The Health Inspector filled out the insurance paperwork. There were a few incidents of dog vs. bats, none of the bats came back positive for rabies. Dr. Braunwell made a motion to change the agenda and move to Old Business. Mr. Pelt seconded the motion. Ayes: Dr. Braunwell, Mrs. Floyd, Mrs. Li Trenta, Mr. Pelt, Mr. Greenaway. Nays: None. Absent: None. OLD BUSINESS Mr. Nick Frasche and Mr. Edward Vanden Berg attended the meeting to
discuss policy between the Construction Department and the Health Department. Li
Berti’s Restaurant felt that because they were issued a Food Handling
License they could open. Li Berti’s did not meet the Construction
Departments requirements. Mr. Plaza suggested a checklist to insure
all criteria are met. Mr. Plaza suggested the Health Department
review the plans and make sure they are conceptually OK, they will not
perform a pre operational inspection until all approvals from the Construction
Department are received. Mr. Frasche also stated that the Tara Inn still has a sign on the highway selling hot dogs, and they advertise wing night and food on Friday nights. Mr. Plaza stated the Tara Inn does have a conditional food handler’s license to sell microwaveable food. They can also use an approved caterer for special occasions. Mr. Plaza explained that the hot dog cart is no longer there. Mr. Frasche said they moved it to the back. Mr. Plaza will check to see if the cart is in use, he will also check on wing night and Friday night. Mr. Vander Berg also mentioned the outdoor woodstoves are on the Mayor and Committee meeting for September 13, 2007. An ordinance to regulate outdoor woodstove’s use is expected to be passed. NEW BUSINESS Engineer Ken Wentink attended the meeting to seek a septic approval on North Shore Dr. in Lake Neepaulin. The septic is now in the front of the house of Block 69.01 Lot 12. Mr. Wentink requests moving the septic to the back yard. After reviewing the plans the Health Department denied the request stating septic plans could not be approved twelve feet from the lake. Mr. Wentink could either drill a new well in the rear or place the septic in the front. The date for the fall rabies clinic is November 16, 2007 from 6:00 p.m. – 8:00 p.m. The Sussex County Division of Health Office of Public Nursing is hosting a Flu Clinic at the Wantage Township Municipal Building on November 9, 2007, 9:00 a.m. – 12:00 noon.
