MINUTES OF THE REGULAR MEETING OF THE MAYOR AND COMMITTEE OF THE TOWNSHIP OF WANTAGE, HELD AT THE WANTAGE TOWNSHIP MUNICIPAL BUILDING, 888 STATE HIGHWAY 23, WANTAGE, N.J. ON THE DATE OF JANUARY 4, 2007

Mayor William DeBoer called the regular meeting to order at 7:43 p.m., and requested the Clerk to call the roll. Upon roll call, the following members of the governing body were present: Mayor DeBoer, Committee members Parrott, Space. The following members were absent: None. Also present: Township Attorney Michael Garofalo

Mayor DeBoer stated, “This meeting is being held in compliance with the provisions of the Open Public Meetings Act, Public Laws 1975, Chapter 231. It has been properly noticed and posted to the public, and certified by the Clerk."

Mayor DeBoer led the assembly in the Salute to the Flag.

CONSENT AGENDA
Mayor DeBoer requested that the members of the Committee Review the Consent Agenda. There being no Committee member present wishing to comment on the proposed Consent Agenda, Mayor DeBoer requested approval of the Consent Agenda.

REPORTS
Mr. Space moved to approve following reports for filing:
     Board of Health Report for December 2006
     Construction Department Report for December 2006

Mr. Parrott seconded the motion. Upon roll call, Ayes: DeBoer, Parrott, Space Nays: None Absent: None Abstain: None

RESOLUTIONS
Mr. Space moved to authorize refund of 2006 tax overpayment on Block 53.07, Lot 2 to William & Deanne Cronin in the amount of $250.00.
Mr. Parrott seconded the motion. Upon roll call, Ayes: DeBoer, Parrott, Space Nays: None Absent: None Abstain: None

Mr. Space moved to authorize the hiring of Bruce Lael as part time Building Inspector for Wantage Township at rate of $30 per hour, as a provisional appointee under civil service.
Mr. Parrott seconded the motion. Upon roll call, Ayes: DeBoer, Parrott, Space Nays: None Absent: None Abstain: None

ADMINISTRATOR’S REPORT

Naming Streets for Veterans.
Mr. Doherty asked the Committee to see his correspondence regarding naming streets in Wantage Ridge Development after War Veterans. Mr. Parrott suggested William Klaus, Glen Road, and William Keller, Lower Unionville Road. Mr. Doherty will seek other names via the website.

Dog Park Concerns.
Mr. Doherty asked the Committee to see his correspondence regarding Ms. Galeone’s concerns relative to the dog park, as this is the only negative feedback he has received to date.

Meeting with Sussex Borough – Fire Department Funding.
At the direction of the governing body, Mr. Doherty will reach out to Sussex Borough to set up a meeting at their earliest convenience as fire department funding will need to be addressed for preparation of the 2007 municipal budget.

ATTORNEY’S REPORT
Mayor DeBoer requested Mr. Garofalo to give the Attorney’s Report. Mr. Garofalo informed the Committee that he will be contacting the Municipal Prosecutor regarding revising the vicious dog ordinance to adhere to state statutes. Mr. Garofalo further informed the Committee that the Township has been success in upholding 20 of the tax appeals resulting from the revaluation and anticipates success in the four or five which remain.

Introduction of Ordinance 2007-01: Budget Cap
Mr. Parrott made a motion to introduce on first reading, Ordinance 2007-01, entitled “CY 2007 ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK (N.J.S.A. 40A: 4-45.14)” Final Hearing date set for January 25, 2007.

Mr. Space seconded the motion. Upon roll call, Ayes: DeBoer, Parrott, Space Nays: None Absent: None Abstain: None

Introduction of Ordinance 2007-02: Salary Ranges
Mr. Space made a motion to introduce on first reading, Ordinance 2007-02, entitled “ORDINANCE FIXING THE SALARIES OF OFFICERS AND EMPLOYEES OF THE TOWNSHIP OF WANTAGE, COUNTY OF SUSSEX AND STATE OF NEW JERSEY, FOR THE YEAR 2007” Final Hearing date set for January 25, 2007

Mr. Parrott seconded the motion. Upon roll call, Ayes: DeBoer, Parrott, Space Nays: None Absent: None Abstain: None

APPROVAL OF MINUTES
Mr. Parrott made a motion to approve the minutes of the Mayor and Committee of the Township of Wantage held on December 28, 2006, Regular and Executive Sessions.
Mr. Space seconded the motion. Upon roll call, Ayes: DeBoer, Parrott, Space Nays: None Absent: None Abstain: None

OPEN PUBLIC SESSION
Mayor DeBoer opened the meeting to the public at this time, for any questions or comments involving the good and welfare of the community.

As there was no one from the public who wished to come forward, Mayor DeBoer closed the Open Public Session.
