May 22, 2008 WANTAGE TOWNSHIP BOARD OF HEALTH MINUTES OF THE MEETING MAY 22, 2008 The Wantage Township Board of Health held its monthly meeting on Wednesday, May 22, 2008 at the Wantage Township Municipal Building, 888 State Route 23 South, Wantage, New Jersey at 7:30 p.m. Members present: Mrs. Susan Floyd, Mrs. Gloria Li Trenta, Mr. Daniel Pelt, Mr. Joseph Greenaway. Also present was Mr. Michael Plaza, Sussex County Sanitarian and Mrs. Jeanne McBride, Secretary. Absent: Dr. Arthur Braunwell. Mr. Greenaway made the following statement. “This meeting is being held in compliance with the provisions of the Open Public Meetings Act, Public Laws of 1975 Chapter 231. It has been properly advertised and certified”. MINUTES On motion by Mrs. Li Trenta, seconded by Mr. Greenaway, the minutes of the meeting of April 9, 2008 were approved as presented and ordered filed. 2008 CORRESPONDENCE NJ Department of Health and Senior Services: NJ Communi-Cable, April 2008 NJ LINCS Health Alert Network: Mrs. Diane Snure re: John & Jim Myslinski, 149 Mount Salem Road DISCUSSION OF REPORTS Mr. Plaza reported the following: The DEP sent a complaint of illegal dumping on Route 284 to the Health Department. The inspection revealed a low area, adjacent to the road, which the farmer was using to access his property. The material used was all clean material. Photo’s were taken and sent to the DEP. An anonymous complaint of improperly disposing of material was received regarding property on Quarry Road. Upon inspection it was clean material being used as a sub base for a driveway. At this time the board discussed anonymous complaints and whether they should respond to them. Sometimes it is a neighbor dispute, other times more information is needed. Mr. Plaza felt we should continue to investigate all complaints. A resident on Compton Road was bit by their pet cat; the cat was an indoor cat. The cat has since died but was not tested for rabies. The owner was seen by her doctor and the Health Department has been in contact with the Doctor. A resident on Eileen Dr. received positive lead results in two different water tests. Letters were sent to neighbors within 200 feet urging them to take samples of their water and test it also. A complaint was received from a resident on Baldwin Dr. that their neighbor is digging illegally. The neighbor installed a French drain located 25 feet from his septic. A Notice of Violation was sent to a landlord for an overflowing septic. All County diagnosed a clog in the pipe leading to the tank. The tank was unclogged and everything appears to be working. There was a solid waste complaint (tires, car parts, household items) on the corner of Newman Road and Clove Road. The property is owned by Wantage Township, the trash has been removed. It is an area that has previously had illegally dumping problems. NEW BUSINESS None. OLD BUSINESS The Hope Evangelical Free Church requested their soil log fee be waived. The board had tabled this discussion last month to include the opinions of absent members. The board decided because of the costs incurred by the township, to charge the soil log fee. The water and sewage ordinance was tabled last month to include the opinions of absent members. Mr. Greenaway moved to introduce on first reading, BOH Ordinance 2008-01
AMENDING CHAPTER BH:VI ENTITLED “WATER
SYSTEMS, CHAPTER BH:VII ENTITLED ‘INDIVIDUAL
SEWAGE DISPOSAL SYSTEM CODE OF NEW JERSEY”, with a final
hearing date set for September 10, 2008. The water and sewage
ordinance is on file in the office of the Board of Health. OPEN PUBLIC SESSION There being no public present Mrs. Floyd made the motion to adjourn,
